The book calls for adjusting the throttle cable and air screw for proper idle first. Then with the engine off and the throttle in the idle position pull the oil cable outer sheath to full extention and adjust the adjuster to have a 1" gap between the end of the adjuster and the end of the cable's outer sheath. A larger gap = less oil going to the engine. Smaller gap = more oil. I always set them at about 7/8" to be on the safe side.
