What should a stock piped SRX be at in rpms. I thought it was 8300, Am I wrong???

8600 rpm according to Samueljackson.

OK 8600, Mine is only hitting 7100 rpms, I'll have to check the secondary to see what its at.

That is way too low. Get it up on the revīs and it will pick up lots of power.
