without doing a tear down is there any way to know if a crank has been welded, other than revving the hell out of it and hoping for the best.

I'm no expert on this subject, but I highly doubt it, here a pic of the cranks and I assume that they get welded where the gear presses on the shaft. So inless you have x-ray vision disassembly would be the only way to know.
